Democracy: The creation of rights

Abstract

This article intends to mark the difference between the liberal concep­tion of democracy as a political regime and that which considers democracy as a social formation open to conflicts as well as to the creation of rights. This idea of democracy faces two major obstacles in Brazil, namely, the authoritarian structure of Brazilian society and the implementation of a neoliberal political economy.
